Modifiers order matter a lot.

Use cloth modifier to simulate strings

Dynamics Paint and Vertex weight mix to edit weight paint and allow the strings to be cut

use displace and solidify modifiers to generate extra volume

Vertex groups are very important look through each of them without modifiers being on

there is also an invisible object and surface deform to simulate the the strings in the uncut phase.
